Moreno moving towards recount in East Moline mayoral race

Under Illinois law, a candidate who receives 95% of the winning total can ask for a recount. Joe Moreno, who according to unofficial results received a mere 43 fewer votes than John Thodos out of the 3,383 votes cast, will file a request for a so-called "discovery" recount of election results.

This will not alter the result of the election, but is part of the process Moreno must follow in deciding whether to demand an official recount. Pending the results of this discovery recount, he can then decide whether to proceed towards an official recount.
