The 17th Legislative District, upside down.
I think it looks like some Hopi dancer or something...
I posted this at around 6:30 a.m. or so, and within 15 minutes or so, an anonymous commenter had written in and blown the mystery, thus pissing me off and putting me in a bad mood. (Is it too much to ask to expect a few wild guesses?)
The fact that it was guessed so quickly made me so grumpy that I'm not going to post their answer until more time has elapsed in order to give others a shot.
Of all the blogs in all the world, this know-it-all has to wander into mine at this un-Godly early hour and blast my little puzzle out of the water. I can't win for losing.
Maybe I should have made the picture about the size of a piece of confetti. Maybe then people would actually have to work at it?

I thought I had a clever idea and thought it might stump people, at least for a while, and when you nailed it succinctly within minutes of my putting it up... well, I guess I was a bit frustrated. Ha! Forgive ME for grumbling in jest.
And you're right. This shows that there are many astute and well informed readers here, a good thing.
So there you have it. The picture is of the map of the 17th Congressional District currently held by Lane Evans, turned upside down (though not mirrored, though I probably should have done that too.)
It's probably one of the most tortuously gerrymandered districts in the entire country.
So a tip of the Dope hat to Anonymous, who nailed it immediately, and to Puzzler, Highxlr8r, Tom Benson (you're right, you better know this), and the lovely and talented Kankakee Voice for all being spot on.
