The continuing saga of Governor Blago, Pt. 1

What's wrong with this picture? Here's the lede from a Springfield Journal-Register story.
To increase state spending on education next year, Gov. Rod Blagojevich plans to raid funds set aside to build parks, prevent fires, discipline doctors, buy computers for schools and hundreds of other purposes.


Let me get this straight. The Gov is proposing to get more money for education by cutting funds for schools. (i.e. cutting money for computers) Are schools and education two completely separate things?

The Dope is likely naïve expecting things to make sense in Springfield.
